The easiest way to get an idea commissioned is to have that idea suggested by a commissioning executive.
Listen to what commissioners say at conferences and briefings.
In pitch meetings, be sure to ask questions before you leave the room– what are they currently interested in, what don’t they want, what is working well for them – and really listen to what they say.
Ideas will often ‘leak’ out in these conversations – spot them, develop them and pitch them back and you are guaranteed a commission.
